Government Contracts

Public owners procure by their own set of rules, and it is important to have an ally in the process. Our lawyers assist clients with bidding, Minority Business Enterprise issues, bid protests, change order negotiation, claims development and presentation, and litigation. Our lawyers have handled procurement disputes before the General Accounting Office, Armed Services Board of Contract Appeals, Court of Federal Claims, U.S. Court of Appeals for the Federal Circuit, and State Courts throughout the southeast. We understand the Federal Acquisition Regulations and the Contract Disputes Act so that our clients’ claims can be effectively prosecuted.

Bidding & Procurement

Competitive bidding rules are rigidly applied and a contractor’s failure to properly fill out and submit its bid can result in rejection. We educate and counsel clients on how to satisfy city, county, state, and Federal bidding requirements to ensure bid acceptance.

Bid Protests

If a public owner fails to properly evaluate or award projects, STJ can seek relief through bid protests. Our lawyers have successfully represented clients in procurement disputes at every level of public ownership.

Change Order Development & Negotiation

Notice and documentation requirements for change orders on public projects can be rigidly enforced. We assist clients with understanding the proper methods to provide timely contractual notice and persuasively present change order claims.

MBE/DBE/WBE Certification and Compliance

STJ attorneys have extensive experience in obtaining certification for such businesses and assisting clients to understand how to demonstrate good faith efforts to achieve DBE goals. Our firm was selected by the North Carolina Department of Transportation to teach DBE contractors as part of its Community Engagement Series throughout North Carolina.

Payment and Performance Bond Claims

Subcontractors have the right to secure payment through properly serving and enforcing payment bond claims. We assist subcontractors to prosecute such claims and represent contractors in defense of same.
